On Friday, the Secretariat of Prizes and Bets (SPA) implemented seven precautionary measures against various operators and ordered an immediate suspension of 14 licensed betting websites. This action follows administrative sanctioning procedures that began in August 2025.
These precautionary measures function as critical instruments for the SPA to fulfill its supervisory and enforcement responsibilities. They aim to protect societal interests and can be enacted when there is a need for plausibility and a risk of delay in addressing issues. The legal basis for these measures is outlined in articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.
Among the available precautionary measures are the temporary deactivation of equipment and systems, as well as the seizing of issued tickets.
Concerning the specific violations, five of the seven measures addressed failures in transmitting necessary data to the betting management system known as Sigap. This system enables the SPA to track betting activities, gaming revenues, and regulatory compliance in real-time. The remaining two measures pertain to the lack of effective systems to control and monitor users for responsible gaming.
The companies whose operations are suspended may only allow players to withdraw their funds. The following brands and operators have been affected by these measures:
1. **Pixbet Soluções Tecnológicas**: Two precautionary measures were applied, one for failing to implement responsible gaming controls and another for issues with sending information to Sigap. The suspended brands include pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
2. **Zeroumbet Digital Platform**: This operator, associated with the sites zeroum.bet.br, sportvip.bet.br, and energia.bet.br, has been suspended for not sending monitoring and oversight data required by the SPA.
3. **Enseada Serviços e Tecnologia**: The brand kbet.bet.br was suspended due to non-compliance in transmitting information needed for SPA oversight.
4. **Select Operations**: The owner of mma.bet.br, betvip.bet.br, and papigames.bet.br faced suspension for failing to submit necessary monitoring information to the SPA.
5. **Nexus International**: This company, operating through megaposta.bet.br, did not provide required documentation to Sigap for effective oversight.
6. **RR Participações e Intermediações de Negócios**: Managing the brands multibet.bet.br, rico.bet.br, and brx.bet.br, this firm failed to present documentation regarding its shareholding structure, complicating the SPA's compliance assessment regarding legal and other obligations.
Should the operators not comply with these precautionary measures, they could incur daily fines amounting to BRL200,000 (approximately $38,557).
