Austria Set to Reform Online Gambling Market

Austria is set to reform its online gambling landscape with the introduction of new draft legislation that will dismantle the current monopoly. This proposed law aims to welcome private sector operators into the market while enhancing protections for players. Key features of the legislation include tighter monitoring of gambling activities, measures to combat illegal gambling, and stringent licensing requirements for new entrants.

The licensing requirements outlined in the proposal will incorporate anti-money laundering provisions and emphasize responsible gaming practices, with a stipulated minimum share capital of €10 million for operators. Additionally, those seeking a license must halt any unlicensed operations by January 1, 2027, and will be barred from applying for a license for at least 24 months afterward.

Furthermore, the bill proposes deposit limits aimed at fostering responsible gambling. Players aged 18 to 26 will be restricted to a weekly deposit limit of €250, while those over 26 can deposit up to €1,680 per month, unless they undergo an affordability review to request a higher threshold.

Additional responsible gaming measures include increasing the minimum spin interval on slot machines from one second to two seconds, enforcing mandatory breaks after 90 minutes of play, and capping the maximum stake for a single spin at €5. After completing a public review, the Austrian government plans to conduct a formal vote on the proposed law.
