In its annual report released on Tuesday, the Hellenic Gaming Commission (EEEP) announced a modest increase in gambling revenue for Greece, alongside stricter regulatory and technical measures planned for 2025.
The total gross gaming revenue (GGR) in Greece hit €3.07 billion in 2025, reflecting a growth of 6.7% compared to the previous year.
Land-based gambling continued to dominate, generating €1.88 billion, which accounted for 61.2% of the total GGR. Remote gambling, on the other hand, made up 38.8% of the GGR, with a year-on-year growth rate of 10.5%.
The EEEP reported supervisory income of €23 million, sourced entirely from statutory means. Public revenues from gambling, including taxes, levies, and licensing fees, reached €1.17 billion, marking an increase of 11.2% from 2024.
Looking closer at land-based earnings, KINO, a number game, produced the largest share of revenue at €711.3 million, representing 37.8% of the land-based GGR. This was followed by land-based sports betting, which contributed €414.2 million, or 22% of the total. Video Lottery Terminals (VLTs) generated €365.9 million, accounting for 19.5% of land-based GGR. Casinos brought in €268.6 million, equivalent to 14.3%, while state lotteries generated €114.6 million (6.1%). Horse racing accounted for the smallest segment with €6.4 million, merely 0.3% of the total.
In the online gambling sector, remote gambling represented 38.79% of the overall GGR in 2025, supported by 24 licensed online operators, with more applicants undergoing the licensing evaluation. Fixed-odds betting, including wagers on real and virtual events, generated 40.3% of online GGR while other online options like live casino, poker, and slots made up the remaining 59.7%.
In addition, online betting operators emerged as the largest contributors to public gambling revenues, amassing €736.94 million, which is 63.1% of all public receipts from this sector. OPAP, the country’s lottery provider, contributed €326.66 million, equating to 27.95% of public revenues. OPAP also reported record GGR during its fiscal year ending December 2025, driven in part by a 16.9% rise in iGaming revenue linked to its integration with Allwyn. Meanwhile, casinos accounted for €61.76 million (5.28%), and the Greek State Lotteries contributed €42.60 million, or 3.65% of public receipts.
On the enforcement side, the commission initiated the first phase of a central player registry, facilitating unique player identification across licensed operators. Seven licence holders opted into the system in 2025, laying the groundwork for a unified self-exclusion framework.
Player protection was central throughout the year, with the regulator processing 57 requests for indefinite self-exclusion. Data indicated that 84% of applicants were male and 63% were under 35.
Earlier in the year, the Hellenic National Bioethics and Technoethics Commission advised implementing stronger marketing controls and stricter identity verification measures to curb underage gambling. The recommendations included reducing exposure to advertising for legal betting applications during periods when young audiences are likely to be watching. This encompassed statutory limits for radio and television broadcasts and new regulations for the frequency and content of online adverts.
Gambling advertising expenditure was approximately €130 million, with online channels such as search, display, video, social media, and mobile apps receiving the largest portion, followed by television. In 2025, the EEEP approved 1,301 advertising and marketing plans, while 156 were rejected.
Efforts to combat illegal gambling intensified as well, with the regulator issuing six updates to its blacklist, which expanded the blocked domains from 9,590 in 2024 to 12,642. The EEEP also recorded 586 whistleblower reports.
The government estimated that illegal gambling activities resulted in around €400 million in lost revenue in the previous year. Additionally, a study conducted by the Hellenic Gaming Commission found that 10% of respondents identified influencers as their entry point to illegal gambling websites.
