The Massachusetts Lottery has officially launched its long-awaited online lottery product, marking a significant development over two years after it was legalized.
Powered by Aristocrat Interactive's comprehensive online lottery solution, the newly released digital Mass Lottery offers players in Massachusetts access to the first state-backed online lottery platform, featuring a range of exclusive games.
Mark William Bracken, Executive Director of the Massachusetts Lottery, stated, "Today marks an important step forward in modernizing our operations and launching an exciting new iLottery offering that complements our industry-renowned retail program. We’re confident that our new iLottery program will elevate our player experience and allow us to further fulfill our mission of maximizing revenue returned to the Commonwealth, with online sales supporting early childhood education and care grants that will benefit families throughout Massachusetts."
The launch of the Mass Lottery represents the culmination of an intricate journey towards establishing an operational online lottery product. Following extensive deliberations on the matter, Governor Maura Healey sanctioned the initiative by approving a fiscal year budget in July 2024, which legalized online lottery sales and eInstant games.
In the following year, the Massachusetts State Lottery Commission (MSLC) awarded Aristocrat Interactive a contract to provide the necessary technology. This five-year agreement allows Aristocrat to enter Massachusetts starting July 1, 2026, and includes options for additional three-year extensions.
Players in the state must be aged 21 or older to participate in online lottery games, while the retail lottery age remains at 18. In 2025, approximately 350,000 verified players participated in the lottery. The commission anticipates generating $70 million in revenue from online sales in the first year, with projections rising to $180 million in year two, and $230 million in year three. Earlier forecasts suggested first-year revenue would reach $100 million, but this was adjusted downward due to startup delays linked to necessary funding for the initiative.
Massachusetts players are now able to enjoy lottery draw games and slot-style eInstant games via the state Mass Lottery platform. The system, developed by Aristocrat Interactive, features not only traditional lottery draw games but also exclusive titles from Aristocrat's proprietary intellectual property library, alongside a selection of more than 20 eInstant games from the NeoGames studio, which is part of Aristocrat.
While Massachusetts players can now participate in online games, digital lottery options had already existed indirectly through various lottery courier services, such as Jackpocket (owned by DraftKings), Jackpot.com, and Lotto.com.
The state has embraced the iLottery concept despite a setback in efforts to legalize online casino gaming. In March, the Massachusetts Joint Committee on Economic Development and Emerging Technologies opted to pause progress on an online casino bill, H4431. The committee voted unanimously to refer the bill for further study rather than advance it.
Proposed initially by Representative David Muradian in March 2025, the bill sought to legalize online table games, slots, and peer-to-peer games, regulated by the Massachusetts Gaming Commission. Although the legislation is currently on hold, Muradian aims to resubmit it for consideration in 2027-28.
For Aristocrat Interactive, delivering this iLottery solution through NeoGames, which it acquired for $1.2 billion in 2023, marks a milestone in its operations within the U.S. Dylan Slaney, the CEO of Aristocrat Interactive, remarked, "This is a milestone moment for Aristocrat Interactive, and the Massachusetts State Lottery as we deliver the first-ever online lottery offering for Massachusetts players. We are proud to be partnering with the Massachusetts State Lottery, who is widely recognized as a global lottery leader."
The company is also enhancing the player experience by providing access to third-party content through its Fusion aggregation platform, along with supporting responsible gaming and marketing services.
