The Michigan Gaming Control Board (MGCB) has officially permitted licensed online sports betting operators in the state to offer fixed-odds betting on horse racing. This new regulation allows bettors to secure the displayed odds at the moment of placing their wagers, a significant shift from traditional betting practices.
This change took effect on Friday, October 30. Operators can now present fixed-odds betting as an option in conjunction with or instead of the traditional pari-mutuel betting system. In the latter, payouts are determined by the total betting pool, with odds that can fluctuate until the race starts.
MGCB Executive Director Henry Williams emphasized this change as an important progression within the horse racing sector. He noted that bettors had expressed a desire for a clearer, more straightforward betting experience, akin to what they encounter in sports betting. Williams added that the expansion of fixed-odds wagering will be closely regulated to ensure fairness.
He stated, "Adding fixed-odds wagering to our catalogue lets us meet that demand while continuing to support a fair and well-regulated horse racing market in Michigan."
The new fixed-odds horse racing markets will be integrated into existing online sportsbook platforms, enabling customers to place horse race bets alongside their wagers on various other sports. According to the MGCB, all existing safeguards applicable to the sports betting market in Michigan—including licensing mandates, age verification, residency checks, and responsible gambling measures—will also be enforced for these new betting options.
In contrast to pari-mutuel betting, which relies on pooled bets, fixed odds provide customers with certainty regarding their wager pricing at the time they place the bet. This betting structure has gained traction in European markets and among retail bookmakers, allowing operators to have greater control over potential payouts compared to a shared pool system.
Michigan's regulated online environment first embraced mobile betting on horse races in January 2021. The introduction of fixed-odds betting signifies an ongoing initiative to adapt horse racing options for customers who prefer sportsbook-style interfaces.
New Jersey was the pioneer state to legalize fixed-odds racing in 2022, with several other states and operators exploring similar betting models. From October 30 onward, licensed platforms are permitted to start offering fixed-odds wagers, contingent upon necessary approvals and oversight from the MGCB.
