Spain's National Deposit Limits for Online Gambling to Start in 2027

On Wednesday, Spain's consumer regulator unveiled two significant digital initiatives aimed at enhancing online gambling safety. A national "joint limits" system will enforce standardized deposit caps for players across all licensed operators, while a new player portal will offer gamblers tools to monitor and manage their betting activities in one place.

Starting in spring 2027, all authorized online gambling operators in Spain will implement default deposit limits aggregated at the player level, irrespective of the platform used. These limitations are set at €700 ($783) daily, €1,750 weekly, and €3,300 over a four-week period. Notably, these caps are cumulative across all licensed operators, replacing the former system where each site maintained independent and separate deposit limits. This reform aims to close a regulatory loophole that previously enabled players to circumvent intended safeguards by distributing deposits across multiple platforms.

According to the DGOJ, under the Ministry of Social Rights, Consumer Affairs and Agenda 2030, roughly a third of online gamblers in Spain work with more than one operator. Therefore, this reform is poised to significantly impact many in the online gambling community.

While players will still have the ability to voluntarily adjust or revoke these limits, any changes will take three business days to take effect, and requests to increase a limit can be made only once every three months. This three-day hold functions as a "cooling-off" period, encouraging responsible financial adjustments.

The limits system is currently undergoing testing, with a planned official launch anticipated for March 2027.

In addition to deposit limits, a player portal is launching immediately, accessible via Spain’s Cl@ve digital ID system. This free portal provides users with a unified dashboard to track their gambling activities across all licensed operators. Users can view aggregated information on deposits, stakes, wins, and losses and will have access to customized spending alerts and limit management options. The portal will also facilitate tracking the status of limit or account-related requests and permit users to download annual activity certificates for recordkeeping. Furthermore, it will aid in identifying potential identity theft by drawing attention to accounts connected to the same identity.

These deposit limits and player self-assessment tools were outlined in the DGOJ’s Safe Gambling Programme 2026–2030 earlier this year. The programme is structured around three core priorities, backed by six overarching objectives and 24 specific measures to be established in collaboration with the DGOJ’s advisory body, the Consejo Asesor.

The introduction of the national "joint limits" is yet another step toward centralized regulation by the DGOJ. Just last week, the DGOJ announced it would launch a public consultation regarding a centralized monthly operator test aimed at identifying players who exhibit signs of problem gambling. This proposal mandates that all nationally licensed online gambling operators conduct an automated monthly test to flag players whose gambling behavior suggests increased risk. Every licensed operator must perform this evaluation within the first seven calendar days of each month, analyzing account activity over the previous 183 days.
