€25 Million Seized in Rome Scratchcard Fraud Case

Italian authorities have recently uncovered a significant fraud scheme involving Gratta e Vinci scratchcards, a widely played lottery game, leading to the seizure of assets exceeding €25 million ($27.98 million) from five former employees of a gaming concessionaire. This operation was carried out by the Guardia di Finanza this week.

Although no allegations have been made against the concessionaire itself, prosecutors claim these five individuals took advantage of privileged access to the system to predict winning tickets in advance, thus circumventing the game’s intended randomness.

Reports from La Stampa indicate that these employees managed to identify four winning scratchcards before they were made available to the public. Two of these tickets each carried a prize of €7 million, while the other two were worth €5 million each.

The accused allegedly exploited confidential credentials to access and tamper with the gaming company’s servers, allowing them to inspect or modify data and accurately identify winning tickets prior to their retail sale. It appears that the operation involved a wider network where these winning tickets were purchased by friends and family from various retail outlets across Italy. This strategy was reportedly aimed at obscuring the fraudulent origins of the tickets and making traceability more difficult.

The Guardia di Finanza described the asset seizure as a crucial step to protect public finances by recovering funds associated with the damages incurred due to the alleged fraud. Among the seized assets are 25 properties, numerous vehicles, and various financial holdings tied to the suspects.

This incident arises amid a tumultuous regulatory landscape in Italy. The trade body EGP-FIPE alerted the Senate in June about a regulatory deadlock in the gambling sector that could lead to a rise in unregulated gambling activities in the country. The organization noted that the lack of a cohesive national reform framework has paralyzed the sector, hindering effective network planning and weakening measures designed to address problem gambling.

The court is set to determine whether to maintain, alter, or lift the asset seizures. This legal action aims to ensure potential restitution for the financial loss attributed to the Italian Revenue Agency while criminal and accounting investigations continue. The five former employees currently face several charges connected to the fraud as authorities ramp up efforts to maintain integrity within Italy’s lottery and gaming sectors.
