Tim Miller, who previously served as the executive director for policy and research at the UK Gambling Commission, has established an international advisory firm named GamReg Consulting.

In his announcement on Wednesday, Miller outlined that the new consultancy is focused on assisting governments and regulators in addressing the swift and intricate changes occurring within the global gambling sector, including the challenges posed by illegal gambling markets.

GamReg Consulting aims to offer specialized support for the design and implementation of regulations to help various jurisdictions adapt to technological advancements and increasing political pressures. Additionally, the firm intends to enhance consumer protection efforts amid these shifts.

A significant emphasis of GamReg’s consultancy will be on combating illegal gambling markets. The firm strives to help clients harmonize regulations, industry standards, and technological solutions to encourage consumers to engage with licensed markets.

"Regulators everywhere are dealing with fast-moving markets alongside heightened expectations," Miller remarked. "They need practical, credible approaches that keep players safe while supporting a compelling consumer offer." He expressed concerns over simplistic strategies such as rising taxes or blanket prohibitions, advocating instead for regulations that are evidence-based, focused on outcomes, and driven by technology. Miller stated that GamReg Consulting aims to turn regulatory ambitions into effective protections for consumers, fostering industry confidence and functionality in real-world scenarios.

The firm has already embarked on projects with partners across North America and plans to extend its global engagement throughout 2027.

Additionally, Miller has taken on a role as a Strategic Advisor with Gaming Compliance International (GCI). GCI CEO Matt Holt expressed enthusiasm about Miller's involvement, noting, "Having watched Tim's efforts over the last decade with the UKGC, we are thrilled to have him play a critical role in shaping the future of GCI."

Miller's departure from the Gambling Commission earlier this year marked the end of his substantial tenure, which spanned over a decade. During his time, Miller was pivotal in directing research initiatives and leading various notable policy projects. He was integral to launching the Gambling Survey for Great Britain and overseeing key parts of the Gambling Act review and subsequent white paper, which included reforms for age verification, testing for financial vulnerability, regulating remote game design, and tightening direct marketing rules.

Sarah Fox, a former senior civil servant from the Department for Digital, Culture, Media and Sport, succeeded Miller in his role. Furthermore, Miller has also resigned from his board position and role as treasurer at the Gambling Regulators European Forum (GREF), where he was a prominent figure. The forum acknowledged his significant contributions during his years of service.
