Michigan Launches Fixed-Odds Horse Racing Betting

The Michigan Gaming Control Board (MGCB) has given the green light for licensed online sports betting operators in the state to offer fixed-odds betting on horse racing, allowing gamblers to secure the displayed odds when placing their wagers. This significant change went into effect on Friday, October 30.

Operators can now provide fixed-odds betting either in addition to or in place of traditional pari-mutuel wagering, which varies payouts based on the betting pool and allows for fluctuating odds until the race starts.

MGCB Executive Director Henry Williams remarked, "This change reflects where the horse racing industry itself is heading." He mentioned that bettors had expressed a desire for the "straightforward, locked-in odds experience" that is common in sports betting. He also indicated that this new form of betting will be regulated to ensure fairness.

By incorporating fixed-odds wagering, the MGCB aims to meet the growing demand while maintaining a well-regulated and fair horse racing market within Michigan.

The fixed-odds horse racing markets will be integrated into current online sportsbook platforms, allowing customers to place wagers on horse races alongside other sporting events. The MGCB assured that all existing safeguards related to Michigan’s sports betting market, including licensing protocols, age verification, residency checks, and responsible gambling measures, will also apply to these new betting options.

In contrast to pari-mutuel betting, the fixed-odds format offers bettors certainty regarding the price of their wager when placed. This model is already prevalent in European betting markets and retail betting shops. For operators, fixed odds provide greater control over potential payouts compared to a collective betting pool.

Mobile betting on horse racing was first introduced in Michigan's regulated online betting sector in January 2021. This move aligns with broader industry efforts to modernize horse racing for customers who are accustomed to sportsbook-like experiences.

New Jersey was the first state in the U.S. to legalize fixed-odds racing in 2022, and several other states and operators have tested or implemented this betting style in recent years.

Licensed platforms can start providing these wagers as of October 30, contingent on receiving the necessary platform approvals and adhering to MGCB oversight.
