GCGRA and FSRA Sign MoU to Enhance Gaming Regulations in UAE

The Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market and the General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates formalized a memorandum of understanding (MoU) on Friday to bolster cooperation within the UAE's commercial gaming sector.

This agreement, announced jointly by both authorities, is designed to enhance regulatory collaboration in response to the growing commercial gaming market in the UAE.

The MoU provides a structured framework for sharing information, coordinating supervision, and offering mutual assistance in investigations and policy discussions. Its purpose is to ensure greater regulatory clarity for participants engaged in the Abu Dhabi Global Market (ADGM) and across the wider UAE gaming landscape.

Ciarán Carruthers, who became CEO of the GCGRA in June, highlighted the significance of this agreement, stating, "Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation. This MoU gives GCGRA and the FSRA a clear channel to share information and coordinate supervision where our respective mandates intersect, which matters as the sector grows and the range of participants operating in and around it becomes more complex."

Established to oversee commercial gaming nationwide, the GCGRA was formed after the UAE legalized and licensed specific gambling and gaming activities. Over the past year, it has issued licenses to various companies, including Endorphina and Yolo Group.

Emmanuel Givanakis, CEO of the FSRA, described the agreement as a key component in preserving market integrity amidst the interconnected nature of the sector. He stated, "This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence. Effective collaboration between regulators is fundamental to preserving market integrity, addressing emerging risks, and ensuring that regulatory frameworks evolve alongside innovation."

The MoU lays the groundwork for more stringent regulations in a rapidly expanding market. Wynn Resorts is preparing to open its Wynn Al Marjan Resort in September 2027, following confirmation of its land-based license in 2024, remaining the only entity with such a license in this market.
