Michigan Introduces Fixed-Odds Horse Racing Betting

The Michigan Gaming Control Board (MGCB) has granted licensed online sports betting operators in the state permission to offer fixed-odds wagering on horse racing. This change allows bettors to secure the displayed odds when placing their wagers, a significant shift from the traditional pari-mutuel system where odds fluctuate until race time.

This new regulation came into effect on Friday, October 30. Operators now have the option to provide fixed-odds betting either in conjunction with or as a substitute for pari-mutuel wagering, where payouts depend on the betting pool.

MGCB Executive Director Henry Williams noted that this adjustment aligns with the evolving landscape of the horse racing industry. He mentioned that bettors had expressed a desire for a "straightforward, locked-in odds experience," similar to that in sports betting. Williams emphasized that this expansion will be regulated to ensure it supports a fair market in Michigan.

With this update, horse racing markets featuring fixed odds will be integrated within the existing online sportsbook platforms, allowing customers to place bets on races along with their other sports wagers. The MGCB ensures that the safeguards currently governing Michigan’s sports betting, including licensing requirements, age and residency verification, and responsible gambling mechanisms, will also apply to these new offerings.

The fixed-odds format guarantees customers a consistent price for their bets at the time of placement. This approach is prevalent in European betting markets and among retail bookmakers, providing operators with greater control over potential payouts than a shared betting pool.

Mobile betting on horse races was first launched in Michigan's regulated online market back in January 2021, part of a broader effort to modernize how racing is offered to customers familiar with sportsbook interfaces.

Several other states in the U.S. have either tested or implemented fixed-odds horse racing, with New Jersey leading the way as the first state to legalize this betting method in 2022. Licensed platforms are set to begin offering these wagers as of October 30, subject to necessary approvals and the oversight of the MGCB.
