Michigan Introduces Fixed-Odds Horse Racing Bets

The Michigan Gaming Control Board (MGCB) has approved a new initiative that allows the state's licensed online sports betting operators to provide fixed-odds wagering on horse racing. This change enables customers to secure the current odds at the time of their bet placement, effective Friday, October 30.

With this update, operators can offer fixed-odds betting in addition to traditional pari-mutuel wagering, where the payouts depend on the betting pool and the odds can fluctuate until the race begins.

MGCB Executive Director Henry Williams remarked on the significance of this change, stating, "This change reflects where the horse racing industry itself is heading." He noted that bettors had expressed a desire for a "straightforward, locked-in odds experience" akin to sports betting, emphasizing that the new expansion would still be regulated by the board.

According to Williams, “Adding fixed-odds wagering to our catalogue lets us meet that demand while continuing to support a fair and well-regulated horse racing market in Michigan.” Fixed-odds horse racing markets will be integrated within existing online sportsbooks, allowing customers to place wagers on races alongside other sports betting options.

The MGCB confirmed that the same safeguards in place for Michigan's sports betting market—including age verification, residency checks, and responsible gambling tools—will also apply to these new fixed-odds products.

One of the key differences between fixed-odds and pari-mutuel betting is that fixed odds provide bettors with certainty regarding their wager price at the time of betting. This model is commonplace in European betting markets and retail bookmakers, allowing operators to better manage their exposure to potential payouts compared to a shared betting pool.

Horse race mobile betting was first introduced in Michigan’s regulated online betting market in January 2021, reflecting a larger industry trend to cater to customers familiar with sportsbook-style formats. Other states in the U.S., including New Jersey, have already started testing or introducing fixed-odds racing, with New Jersey being the pioneering state to legalize this form of betting in 2022.

Licensed platforms are set to begin offering fixed-odds wagers from October 30, provided they secure necessary platform approvals under MGCB supervision.
