The Michigan Gaming Control Board (MGCB) has taken a significant step by allowing licensed online sports betting operators to offer fixed-odds wagers on horse racing. This change enables bettors to secure the displayed odds at the time of placing their bets, enhancing their wagering experience.
This new policy went into effect on Friday, October 30. Operators now have the option to introduce fixed-odds betting alongside traditional pari-mutuel wagering, which is based on a betting pool where payouts fluctuate until the race begins.
MGCB Executive Director Henry Williams emphasized that this change aligns with current trends in the horse racing industry. He noted that bettors have increasingly requested a “straightforward, locked-in odds experience,” similar to that found in sports betting. He assured that the newly introduced fixed-odds wagering will remain under regulatory supervision.
“Adding fixed-odds wagering to our catalogue lets us meet that demand while continuing to support a fair and well-regulated horse racing market in Michigan,” Williams stated.
Customers will be able to access fixed-odds markets within existing online sportsbook platforms, allowing them to place bets on horse races alongside other sports events.
The MGCB confirmed that all existing safety measures for Michigan’s sports betting market, including licensing prerequisites, age and residency verification, and responsible gambling mechanisms, will also apply to this new betting option.
Fixed-odds betting differs from pari-mutuel betting by providing bettors with certainty regarding the price of their wagers at the moment they are placed. This betting format is prevalent in European markets and by retail bookmakers, offering operators enhanced control over potential payouts compared to a pooled system.
Horse race mobile betting made its debut in Michigan's regulated online betting market in January 2021, which represents a broader drive within the industry to attract customers who are used to sportsbook-style interfaces.
Several states in the U.S. have explored or implemented fixed-odds racing, with New Jersey pioneering this style of betting by legalizing it in 2022.
Licensed platforms are now permitted to start offering fixed-odds wagers as of October 30, provided they receive the necessary approvals and comply with MGCB regulations.
