Fraudulent Gratta e Vinci Scheme Seizes Over €25 Million in Assets

Authorities in Italy have recently uncovered a significant fraud involving Gratta e Vinci scratchcards, a widely played lottery game, resulting in the seizure of assets worth more than €25 million ($27.98 million). The investigation, led by the Guardia di Finanza, targeted five former employees of a gaming concessionaire.

While the company itself is not facing any charges, prosecutors allege that these individuals misused their access to the company's systems to spot winning tickets before they were publicly available, thus undermining the game's randomness.

According to reports from La Stampa, these five accused individuals allegedly pinpointed four winning scratchcards prior to their distribution. Among these, two tickets were reportedly valued at €7 million each, and the other two at €5 million apiece. By utilizing confidential credentials, the suspects were able to navigate the gaming company’s servers to examine and alter data, allowing them to detect winning tickets before they reached retailers.

The fraudulent operation reportedly included a network in which these winning tickets were purchased by friends and family from various retail shops throughout Italy. This strategy seemingly aimed to disguise the fraudulent origins of the tickets, making them harder to trace back to the suspects.

The Guardia di Finanza described the asset seizure as a necessary action to protect public finances by recovering funds associated with the alleged fraud's impact. The confiscated assets comprise 25 properties, a range of vehicles, and several financial holdings linked to the accused individuals.

Italy's regulatory environment has faced challenges this year, with the trade organization EGP-FIPE warning the Senate in June about a “regulatory deadlock” in the gambling sector. This situation has apparently led to a rise in unregulated gambling activities within the country, with critics arguing that the lack of a cohesive national reform was stalling progress and weakening safeguards against problem gambling.

A court decision is pending to determine whether to maintain, adjust, or rescind the asset seizures, which are intended to provide restitution for the financial damage identified by the Italian Revenue Agency as investigations into the criminal and accounting aspects continue. The five former employees are under investigation for multiple charges related to this fraudulent scheme, as authorities ramp up their efforts to uphold the integrity of Italy's lottery and gaming industries.
