€25 Million Fraud Uncovered in Italy's Scratchcard Lottery

Authorities in Italy have recently uncovered a fraud scheme linked to Gratta e Vinci scratchcards, a well-known lottery game. This operation has led to the seizure of assets worth over €25 million ($27.98 million) from five former employees of a gaming concessionaire.

The investigation, carried out by the Guardia di Finanza this week, has not implicated the concessionaire company itself. However, prosecutors allege that the five individuals misused their privileged access to the system to identify winning tickets before they were available to the public, thus circumventing the game’s random nature.

Reports from La Stampa indicate that these employees managed to pinpoint four winning scratchcards ahead of their public release. Two of these prizes were valued at €7 million each, while the remaining two were worth €5 million each.

Utilizing confidential credentials, the accused accessed and manipulated the gaming company’s servers, enabling them to inspect or alter data to identify winning tickets before they reached retailers. Allegedly, the scheme involved a broader network, wherein these identified winning tickets were purchased through friends and family across various retail outlets in Italy. This approach was reportedly intended to disguise the fraudulent nature of the tickets and to make tracing them more challenging.

The Guardia di Finanza described the seizure as a protective measure for public finances, aiming to recover assets linked to the damages caused by the fraud. The seized items comprise 25 properties, numerous vehicles, and a variety of financial holdings associated with the suspects.

This year, Italy's regulatory environment has faced challenges, with the trade body EGP-FIPE cautioning the Senate in June about a “regulatory deadlock” in the gambling industry. This situation threatens to exacerbate unregulated gambling activities in the nation. EGP-FIPE argued that the lack of a coherent national reform framework has rendered the sector “frozen,” hampering effective network planning and diluting protections for problem gambling.

The court will soon decide whether to uphold, amend, or revoke the asset seizures. This measure seeks to ensure possible restitution for the financial losses attributed to the Italian Revenue Agency as the ongoing criminal and accounting investigations develop.

The five former employees facing scrutiny are charged with various offenses related to the fraud, as authorities ramp up their commitment to maintaining integrity within Italy's lottery and gaming sectors.
