The bill outlines that the Hawaii lottery will offer free-to-play games and sweepstakes to residents of other areas. It also includes prizes with Hawaiian themes that will be used to promote the state and its companies.
The proposal also calls for the control of the governing corporation by a board, which will be responsible for electing the chief executive officer and fulfilling the duties of the organization.
