The Romanian slot operator Goldprest Impex SRL had its license revoked by the country’s regulator after it was found that the company did not pay its full licence fee.
After an investigation into Goldprest Impex SRL, including the payment of its fees, a licence was revoked.
The Romanian Gambling Supervisory Committee believed initially that Goldprest Impex SRL hadn’t paid the correct amount of its licence fee. The Committee said that Goldprest Impex SRL had paid only RON97.753 out of the RON366,573 owed. The amount was RON268,820 lower than the Romanian gambling laws.
According to the Romanian National Agency for Fiscal Administration, the total amount – RON366,573 – was paid in two installments – 16 November 2022 and 21, November 2022. ANAF, however, said that the total amount reduced to RON97.753 on 24 Nov 2022 after taking into consideration certain compensations.
Goldprest Impex SRL, on 20 and 22 March in 2023, submitted a statement that corrected the license fee difference. It paid RON268,869 – more than the RON268,820 originally owed because of the exchange rate.
Other Fees
The Committee stated that Goldprest Impex SRL had declared the correct amounts of taxes for both Q4 2022 and Q1 2023. During these quarters, however, there were a number rectifications statements submitted in relation to the Q4 of 2021.
The Committee stated that in Q4 of 2021, the operator declared a fee for authorisation that was RON46.935 less than what it should have been.
The operator’s rectification notice dated 6 April 2022 states that the fee for authorisation has been increased by RON46,935. The operator then issued a rectification on 10 November 2022 that declared the tax to be RON46.935 lower than it was owed.
Six additional rectification statements – three each on 19 January 2023, and three each on 20 March 2020 – were submitted to reduce the authorisation fees for Q4 of 2021 in varying degrees.
Seven rectifications totaling RON444,348 were made.
The Committee voted that the submissions be withdrawn, as they “lacked legal basis”.
The RON6,516 excess payment would not have been removed and the RON437.832 debt for the authorisation fee, would still be outstanding.
The Committee noted that two rectifications statements had been submitted in relation to Goldprest Impex SRL’s defect tax.
License revocation
The Committee confirmed Goldprest Impex SRL has lost its slots operating license and must pay the remaining authorisation fee.
Goldprest Impex SRL may file a complaint within 30 days after the publication of the decision. The license termination is effective immediately.
The Committee said that they expect Goldprest Impex to appeal.
