Alcohol and Gaming Commission of Ontario announced that Tom Mungham has announced his intention to retire as its chief executive officer and registrar. With the assistance of an executive search firm, the regulator will begin to look for a replacement.
Mungham will remain as CEO and registrar until his successor is appointed. Mungham will continue to be a part of the company until his successor is appointed. This will ensure that there is a smooth transition.
Mungham contributed a lot to the AGCO
Mungham has been working in the public sector for 33 years. Before joining the AGCO, Mungham worked in the Ministries of Correctional Services as well as the Solicitor General. Later, he was admitted to the Ontario Provincial Police and served many roles. Mungham was made honorary superintendent thanks to his hard work in 2016.
In 2006, the veteran of public service joined the Ontarian Gambling Regulator. Mungham was initially the regulator’s director of licensing, registration and then became its chief operating officer. Mungham was named CEO and registrar of the authority in 2020.
Mungham, during his time at the AGCO was an outstanding leader who assisted the regulator with many regulatory reform initiatives. Mungham was instrumental in numerous such initiatives, including the modernization and expansion land-based casinos, regulation of OLG lotteries and expansion of charity gaming, and the merger between the Ontario Racing Commission (AGCO) and the AGCO. He was also instrumental in the introduction and expansion of beer, wine, and cider sales in grocery shops and the establishment of the private cannabis retail system in Ontario.

Mungham was responsible for overseeing the regulation and launch of Ontario’s new iGaming marketplace. Last year, online gaming was launched in Canada’s province of Ontario. Mungham’s hard work and that of the AGCO earned the Ontarian regulated framework the International Association of Gaming Regulators’ (IAGRO) Regulatory Excellence Award in 2022.
Mungham supported diversity, inclusion, and accessibility efforts by the regulator, which led to the AGCO implementing a long-term DI&A Strategy.
Lalit Agarwal was the chair of the AGCO and thanked Mungham “tremendous contributions”. Aggarwal expressed his admiration for the outgoing CEO’s leadership qualities and wished him the best.
